The pressure washer is not producing high pressure and or the unit functions the same when powered on or off.

If you tipped the pressure washer on its side recently oil may have filled the cylinder preventing the engine from spinning. The engine could well be seized up. Does not feel that it is even getting to the engine. Bought this at an auction so do not have any history on it.
